What is Bills & Income Payee column in Payees & Rules window?

Why do some payees have a check mark in this column?

The accounts with check marks are the ones that have all the Payment Details completed in the section below the check mark.

I still don't understand the difference between a payee with and without the check mark. Cable provider (bill) has a check mark and car insurance provider (bill) does not. I have noticed any differences in how the two payees are used and recorded in the accounts.
