I have Standard edition. Is it better to duplicate the current year's budget to create next year or create a new budget for next year? If create a new, which is the best option for showing budget vs actual from this year. I hope I explained myself correctly. Thanks

By "Standard edition" do you mean the "Starter Edition" or "Deluxe" or higher?
Either way, IMHO, the best way is to scroll the budget past the month of December*, thus extending the current budget table into next year. Quicken will ask you to choose some options on how to fill next year's columns with data.
* In the monthly Graph View use the ">" button to scroll forward to next month. Repeat until you go past December.
In the Annual Budget view (requires Deluxe or higher) use the ">" button to scroll from 2022 forward to 2023.

I have Starter Edition. I guess I need to explain in more detail - in popup window the 1st choice is categories and budget values 2nd choice is actuals and budget values. I want to use the same categories for next year and carry over the actuals from this year, then I can adjust as needed. I hope this makes sense. Thanks

And that's why I worded my response the way I did.
Scroll forward the monthly Graph view to December, then click to go to January. This will extend the budget table, as it exists with current category selections and rollovers. You will be prompted to make some additional choices about next year's budget amounts, but that's it.
You can also wait with creating a budget for next year until you open Quicken for the first time in January.
