Download flag appears, online balance correct, but no downloaded transactions

For a few days now an AMEX credit card and a Citibank credit card have the download flag showing after one-step update, but no transactions are downloaded. There are transactions that *should* download, and the online balance in Quicken reflects those transactions. The transactions that should be downloaded are cleared, not pending. No error message is being generated. Any suggestions?

    Thank you for reaching out to the Quicken Community, though I do apologize that you are experiencing this issue. 

    I have located a support article that discusses some troubleshooting steps to take when Quicken says there are transactions to accept yet there are none. You may follow this link to access that FAQ. It is recommended to save a backup before proceeding with troubleshooting steps (just in case).

    I did all the steps in the link, but without success. I called support, who took me through several steps, finally turning automatic entry ON. This fixed the flag issue, and downloaded the transactions. But if I turn automatic entry back off the problem reoccurs, and after doing another one step update this morning, other accounts are showing download flags with no transactions to download. After turning automatic downloads ON for those accounts, the transactions are automatically downloaded.

    Is this a new behavior for Quicken? Is Automatic Downloads OFF no longer a workable option? Or should I contact Support again?
