What edition of Quicken are you running? If uncertain, go to Help > About Quicken. Perhaps the Portfolio view or the Investing tab is not available in Starter and you need Deluxe or higher.
If Quicken's Tabs are hidden, click on View then Show Tabs, then click on the Investing tab then pick Portfolio.
