Getting error message - The password entered does not match the stored Vault password

At boot up or during scheduled updates, background agent/bagent.exe issues the error message "The password entered does not match the stored Vault password"

I've been living with this error for years; Quicken won't acknowledge the bug afflicting many users, let alone address or fix it. "Restoring backups" doesn't fix the problem. Reinstalling doesn't fix the problem.
