Hover mouse pointer over Quicken icon in taskbar until a thumbnail image pops up.
Move mouse pointer into image and right-click.
Select "maximize" from the popup image.
That should bring Quicken into the foreground, maximized. You can click the "Restore down" icon (upper right hand corner of the Quicken window) to bring the window size back to what you normally use.

Thanks for your reply. Hovering mouse pointer over Quicken icon in taskbar moving mouse into image does not produce any options for me. If I just hover the mouse over the icon and right click, nothing happens.
When I try to start Quicken, it simply creates the taskbar icon and nothing does nothing else. No option to sign in. I have tried opening backup files from File Explorer with no luck.
There is small text on upper left of the Quicken icon but I cannot read it.
Any more suggestions are appreciated.

Here is a screenshot of the taskbar Quicken icon. It will not open, nor can I right click and maximize. When I attempt to start Quicken it goes directly to this icon.

Spent about 1 1/2 hours with Quicken Support. Their answer: a Microsoft Problem.
I set up a new user on the same computer and Quicken Loads.
Switch to old user on the computer the problem above still exists.

Unfortunately, it's the same computer and same Microsoft account. Just two different computer user accounts.

Have you tried starting your computer in Safe Mode and running Quicken from the Microsoft account with the problem. Is Controlled Fold Access enables?

Greg, you may have been on target. I am using McAfee and I reset to "Default". Bingo, Quicken opened. I do not remember changing any McAfee settings. So that bothers me. Thank you all for your suggestions.
