Stuck "1 Payment to send", has happened before - ANY solution?

Has ANYONE found a definitive solution to the stuck message about a payment waiting to send when there is none? I've tried all the suggested things, like Super Validate, resetting online services for the account, etc., short of copying all transactions to a new account, which I am reticent to do because of linkages. Anyone? Anyone? Bueller?
