PENFED WILL NOT WORK WITH QUICKEN. See below response from PENFED
    "Thank you for contacting PenFed.

We apologize for any inconvenience this may have caused.

Third-party applications can use a variety of means to access your data, one of these options is called screen-scraping. After careful consideration, PenFed has decided not to allow the collection of data through screen-scraping at this time; therefore, connecting to those type of programs, such as Quicken, Mint, and Ramp may be blocked. Applications that use alternative means of data collection are still allowed and should work as intended.

If you are experiencing issues with a third-party application, you may need to manually download transactions to your device, and then import the data to the desired program.

To download your recent transaction history for use in other applications:
    1. Log in to PenFed Online and click the name of your account. For credit cards, click the arrow next to More account info actions and select Download Transactions.
    2. Scroll to the bottom of the screen and click the plus icon (+) next to Download Transactions.
    3. Select the transactions you want to download from three selections in the dropdown menu:
o All - downloads all available transactions.
o Transactions selected individually above - use this option along with clicking the Download box next to each individual transaction you select in the upper portion of the screen.
o Transaction # range - use this option along with the Range dropdown menus to select the earliest and latest range of transaction numbers.
    4. Select the download format appropriate for your program:
o QFX Format (Quicken 2006 and higher)
o QFX Format (Money 2001 and higher)
o QIF Format (Quicken/Money all other versions)
    o Comma Separated Value (CSV)
    5. Click Download.

Repeat the process for each account for which you want to download transaction history.

    Sincerely,

    Sandra V.
    PenFed Credit Union"

I cannot add an account either let alone use one step.
PENFED is NOT willing to change.

So, my subject was edited, but no response, huh? Kind of what i expected....

How long for a subscription service to not be working before service credits are issued. this has been a 4-month problem....that is 1/3 of my subscription year.

Have you been complaining to the bank's Office of the President yet? Sometimes, a friendly email or letter will get the ball rolling.
Sometimes, a bank is no longer willing to support access to their servers by third party data aggregators, supposedly for security reasons. So now what? There's nothing much Quicken or Intuit can do ... and you'll never be able to download again ...

@UKR the known issue lnk doesn't say that the problem is the financial institution not allowing access. *That* would be useful info *if* it were true. Are you suggesting we should guess the problem and start sending random emails based on those guesses?

There appear to be 2 current entries for - PENFED - both appear to support - Express Web Connect (One Step Update)
If this is no longer supported, it is up to PENFED to correct the entry they defined with Quicken -

I talked to my PenFed representative today. She has had since last week the job of investigating up the chain of command at PenFed to determine if anyone is working on this problem with Quicken. She got back to me today and informed me that there has never been a formal relationship between PenFed and Quicken. Her understanding through the investigatory process is now clear. There has been a willful ignoring of Quicken using screen scraping technologies until August. The PENFED security process has determined that there is too great a risk in allowing that technology to interact with Quicken. They will not change their mind on this and so not just Quicken but mint and other similar financial aggregators are finding themselves out in the cold as well..PENFED will allow its individual customers to download their information using web connect . Each person will have to determine if it is worth the time and manual effort to continue in that way. I will until I find a better Bank/Credit Union and match them with an aggregator program. Good luck to you all.
