After reauthorizing my Bank of America accounts, I now always get 'balance adjustment' when reconciling updated transactions entered in Quicken for my BofA credit card account.

Have you checked to see if the opening balance is correct. EWC+ is known to change it.

If the opening balance is not correct, where or how do I get the correct opening balance?

You could open a previous backup that was correct by changing the file extension from .QDF-backup to .QDF and opening the file directly in Quicken by double clicking on it. Check the opening balance to see if it's different from your current file. If so, change the current file opening balance to the correct one and put the correct opening balance in the Memo field for future reference.
