One Step Update Settings are only a suggestion?

Notice what financial institution/login is selected and look at which one got updated (blue dot).
You got love it when the settings are meaningless.
Note that I was purposely doing one at a time so that I can look at the timing of each, and now I know I can't count on Quicken to even execute the ones that have selected to get proper timings.

Here is another fun one.
Express Web Connect, automatic transaction entry mode, Synchrony Bank, no Sync to Mobile/Web, One Setup Update:
Notice the R for reconciled. It came down that way. And before anyone asks, there isn't either a renaming rule or a memorized payee for this. But Quicken's "use Quicken's payee suggestion" is on, and it changed it from INT PMT to Int.Signature:
