Since I upgrade to subscription service Quicken will not remember new Payee when I enter them.

Recommend you review the settings in Edit / Preferences, sections "Data Entry and Quickfill" and "Downloaded Transactions" to ensure that all settings pertaining to Memorization, Recall and Quickfill are enabled.
