Budget Report Not Matching

Just started using Quicken - Jan 2023. When selecting the YTD Budget report, the amounts are not matching the Jan budget in Quicken. For example, Budget item #1 = $35. Transaction of $35 posted. The budget column on YTD report shows 16.55. Does anyone know why this is happening?

    I think the report pro rates the current month budget based on the date.
