Check Pay Reset: why is it six weeks from now, not one month?

What's the story here? It is January 17th. Quicken just informed me that my Check Pay allowance resets on February 28th. Isn't it supposed to reset once a month (on whatever mysterious date Quicken choses)? Why is the reset 6 weeks from now???
