Can't set up Synchrony Bank Credit Cards

I have repeatedly tried to set up two Synchrony Bank Credit Cards (Sam's Club & Lowe's) to no avail. I'm getting the CC-503 error asking me to go to the Bank website to very my login information which I have, again, done to no avail. See enclosure. Your thoughts?
