Manage Bill & Income Reminder Only Once not working as expected

When I add a manual bill reminder and select "Only once" for Due Next recurrence it doubles the value in my Budget/Actual window. Example: I create a medical bill reminder of $1,000 for June 1st, 2023. There will be no recurrence so I select Only once. It doubles to $2,000 in the Actual column of my 2023 Annual View budget.

If I change the recurrence to Yearly then select a date prior to June 1st, 2024 then it calculates fine. Very odd. It used to work.
