I have previously used Quicken 2004 and did a revision of it to Q2013, can I use a backup of this to restore on my new Quicken Deliuxe?

Yes. You mean the qdf file? Do you need to install 2013? You can download 2013 Deluxe for free using this how to convert article. It’s under Converting from Quicken 2004-2009.

Yes. Just open it in the new version and it will convert it.
