Does Quicken Deluxe version 6.12.2 have a "Check writing" option?

Do you mean can it print checks?  Printing checks is standard - see File menu.

Or do you mean is it connected to a bill pay service to send checks?

If the latter, you can see under "Bill Managerment" here:

that online or check payments are included in Premier, but are an additional fee with Deluxe.
