Allow scheduled transactions to be N weeks or N months (Q Mac)

I have bills that are every 5 weeks, and every 2 months, but there is no way to schedule that with Quicken (for Mac). It seems like you should be able to choose "Weeks" and then say how many, or "Months" and say how many.

You can already do that. Here's a bill that's every 5 weeks:

If your schedule view is missing the extra options, click the triangle icon next to "Starting ..." to expand the view to show the options.

In 6.12 you no longer need to click the triangle, those options are always displayed (see my screen shots above). If you're still using 6.11 or earlier then you still need to do that.
