USAA Credit Card Transactions not downloading

The issue has been known since October 22...I was able to download transactions through mid January. No success since then. Quicken says it's an issue being worked on with USAA. But 4 months for many...and no sign of resolution? Unsatisfactory, or is it that neither party is working to resolve?
