The help instructions say: File > Export > Register Transactions to CSV File...
Except Register Transactions to CSV File... is not an option
If you use click the action gear and select Export to Excel workbook you get all of the transactions in the account.
Is there any way to export a limited number of transactions to Excel?

Yes. Generate a report showing what you want to export. Then export it using the Export icon. See screen shot. If you don't have Excel or other spreadsheet that reads .XLSX files, export to .TXT and then rename the file to .CSV.

Tried banking transactions but it does not detail the contents of splits. Need that.

In the Display tab of the Banking | Transaction's Customize dialog, check the box “Show splits”.
