Matching Security Dialog and Treasury Securities

When downloading transactions from my broker and it includes the purchase of a Treasury Bill/Note/Bond the Matching Security dialog comes up and tries to match it with a previously existing Treasury Bill/Note/Bond even though the CUSIP is completely different. This is annoying be cause if I accidentally hit “Next” before choosing the “No” radio button, undoing the mistaken transaction is a royal pain.
As a general issue, if the CUSIP of a downloaded security does not match any CUSIP known to Quicken, the default choice should be “No” and not “Yes”
If Quicken thinks this is a feature, it's not. It's a bug.
