Budget Missing

So, I'm am taking over for someone who has used Quicken 2014 for 9+ years. WE both installed latest version of Quicken Deluxe. I restored their latest backup. I downloaded all 10,000 records, They did he same in 2014 version. They match exactly, all fields. But when either of us run reports for current fiscal there are NO budgets populated. And previous months have incorrect data. Any help is appreciated. So, my other idea is to take the budget from 2014 and upload the Excel file but I don't see that either. Thanks
