It was working fine. I tried downloading and it started sending errors

i don't know if this has anything to do with but my bank just added two step verification

Do you receive, sent from the bank, the 2FA code ?
Do you receive a prompt from Quicken to enter the code ?
Does everything work correctly - if you log into the bank online website and receive the 2FA code ?

I would suggest contacting Quicken Support - as searching other FDP 163 errors - it appears to be a "script" change is needed to handle changes made at the bank end of the world …. probably for the new 2FA -
