The available "Compare to" periods make sense if you're comparing to a "Current" period, but not so much if you're comparing to a "Last" period.
For example, when comparing "Current year" (2023) to "Last 3 years" (2020-2022), the current year is not included in the 3 years that are averaged for comparison, which makes sense.
However, when comparing "Last year" (2022) to "Last 3 years" (2020-2022), last year is included in the 3 years that are being averaged for comparison, which doesn't really make sense.
If a "Last" period is chosen for comparison, for example, "Last year", then it would make more sense to use "Previous 3 years" (2019-2021), rather than "Last 3 years", so that the average does not include the year to which it is being compared.
