Cannot link my credit card account

Quicken Windows Subscription Member
I just upgraded from Quicken 2017. I have Quicken Windows Subscription. I am trying to link a credit card account. When I click on SETUP NOW, the ACTIVATE ONE STEP UPDATE window opens and immediately closes.
