Flagstar Bank errors: OL-220-A and CC-502

I'm having a ton of trouble getting Quicken to connect to Flagstar.
After trying about 5 times to initially connect, with CC-502 errors, it finally connected and downloaded transactions. Direct Connect.
Now when I try to download transactions, over 90% of the time it fails with an error OL-220-A. If I keep trying throughout the day, on rare occasion it will suddenly work.
I can't find a rhyme or reason.
I recently tried deleting and re-creating the online connection- and it wanted to select "express web connect" the second time around. This method seems to be more stable- but it still took many attempts to get the initial connection going.
