Bank's categories download automatically

My Visa account with Citi bank is set with automatic assignment of categories off. Yet the downloaded entries bring whatever Citi has assigned to it. They have no way of managing what comes from them to Quicken, and Quicken support tells me they have no way to prevent Citi's categories from downloading.

Does anyone have a work-around that would enable me to obtain category-free transactions from Citi?
