USAA is reconciling automatically downloaded transactions. preferences in place. Help needed

Upon downloading transactions from USAA accounts I find they are already entered into the register. I am a 20 year Quicken user and have tried researching on all levels, It does not matter that all the preferences have been set. This is occurring since the recent update. I welcome any suggestions. Thank you.
