Budget numbers are overridden by acutals

This is my first time using the budgeting function in quicken. I created a full budget for 2023. Now when I go to view the budget or any of the budget reports, in most cases, but weirdly not all cases, it appears that once a month has passed, the category budget amount for that month has been overridden by the actual amount. This is bizarre and makes the budget function un usable. What am I doing wrong?
