Bogus Quick Pay error on Check Pay attempt

I have Online Billers set up for two credit cards (Chase, Citibank). These appear in the Bills and Income screen as "Check Pay," and I can click on the "Check Pay" button and get a dialog box.

However, if I hit "Pay" in the register view, and select either of those (they're listed as 'Check Pay') and hit "Pay", I get the bogus message:

Quick Pay is not yet available because the biller hasn't finished syncing.

It seems like a bug because I'm not trying to do quick pay AND selecting the same biller in the Bills and Income screen seems to work fine.
