The Quicken FAQ for CC-501 errors states

    ————————————————————————————

If this occurs when updating an account

Depending on the account you’re updating, there unfortunately may not
be an immediate fix. If you receive a CC-501 or CC-898 error while
updating an account, please contact Quicken Support right away. This type of error requires our support agents to review
logs manually in order identify the issue and fix the problem.

    ————————————————————————————

and you might need to go that route. One thing to try though is to do Edit > Preferences.. > Quicken ID & Cloud Accounts > Sign in as a different user, then sign back in with your Quicken ID and Password.

The CC-501 error indicates that you're using Express Web Connect as the downloading method but the fidir.txt entry for "Citi Cards," (Citibank has at least a dozen different "entities" in the fidir.txt file, so I'm simply guessing that the credit cards you have with Citibank are issued by the "Citi Cards entity) indicates that they also use Direct Connect as a downloading method. If you go to the Online Services tab of the Account Details screen, is Direct Connect shown as a method you can select?
