Scheduled Update shows "no new transactions" ALWAYS

Quicken Windows Subscription Member ✭✭✭
When my scheduled update runs at the designated time, I ALWAYS get a message that reads "no new updates" yet when a run a manual update with a few seconds of receiving that message I get several downloaded transactions. In both cases all of my accounts are marked for update. I cannot remember the last time when I didn't get the "no new updates" after a scheduled update.
