Online billers statements not updating...

So… I get an email from Quicken indicating that a new bill has arrived from Tampa Electric(TECO). I open the biller and check and there is no new bill. I do a Refresh bill and up pops the good ole "Still Connecting" message. This message pops up EVERY TIME I refresh a bill. My question is how does Quicken know I have a new bill but the online biller does not reflect the new bill…
