Why are Tags showing in reports after deleting them from transactions?

I am running Windows 11. Several months ago a tag started self-inserting into Walmart split transactions. When it was discovered they were removed, re-saved, and backed up. Now when I run a tag report for that tag they still show up in the report even though they are not visible in the transaction. What do I do? Of course, this had to happen with a tax-relevant tag.
