Automatic decimal point placement no longer working despite resetting register option and closing/reopening program.
Can we fix?

This works flawlessly for me. Are you certain you have the selection ticked in your settings?

According to Quicken's help, that feature only applies when using the pop-up calculator.
Enters the decimal point two places to the left when you're using Quicken's pop-up calculator in a cash flow register.
Example: You enter 3478 on the pop-up calculator; Quicken records the amount as 34.78.
I don't know that it has always been that limited or if it a recent change or if it fully accurate.

I don't use pop up calculator to enable this feature. All my transactions to all registers are entered using this feature.
