one step update doesn't work

Quicken started showing balances on accts that were over a year old. tried to update the transactions and it wouldn't work. then uninstalled and reinstalled and restored a backup file. tried to run the update again and it won't work. at this stage quicken is useless to me. any thoughts on why quicken won't restore a backup file approriately and then perform a one-step update?
