Planning Budget Graph View Missing Transactions

My planning budget graph view does not show all the transactions for a category. But when I run a report of the budget they are there. See images.

For example, Auto only shows $851 in expenses but the report shows $942.73

All accounts are active. The missing transactions are correctly categorized and from the same credit card as some of the other expenses that are included.
