Restore From Backup - not an option on the simple beginning "File & Help" menu (edit)
I'm reporting this as a bug, which previous experience has told me the way to do that is to make a forum post, which is frankly a surprising process but it's all I have to go on now.
The bug is that when you have a corrupt file, the startup process then instructs you to select Restore From Backup from the File menu, but there is no such option on the File menu. Either the instruction popup or the File menu should be changed to bring this in harmony.
I noticed this because of another unfortunate interaction between an automate system restart after Quicken had encountered a write error because of a filling disk. Unfortunately my last backup was three weeks prior, and so there's a fair bit to reconstruct, and I wish that there was some more smarts behind the whole saving process for such valuable data. I totally understand that yes, the full disk situation was essentially "my fault", but even an attempt to save to the backup location (which was on a network drive) would have succeeded. To be clear, I'm not saying this part is a bug in Quicken, just that it deserves some more thought about resiliency. It's really a frustrating and anxious user experience to worry about what might be missing from a backup.

I never noticed this before, but you're right. When opening QWin without a data file (just File & Help menus showing), the Restore Backup command is missing from the File menu.
Backup files are the same internally as regular data files. Only the file extension is different. So I suggest you perform a Windows copy of your backup file and give it a new name ending in .QDF. Then you should be able to Open, as opposed to Restore, that file.
