Report by Category - Some summarized, some itemized

Why in the category report, are some categories summarized and some expandable (itemized)? Does it have to do with standard vs. custom categories?

Example: AUTO is summarized though I have standard and custom subcategories. UTILITIES is itemized and I can see each entry.

Ultimately I want to see itemizations for all summary level categories.
