Cannot go to full budget

I can no longer access my full budget. I am on Windows 10 and have used the budget tool for over 20 years.

The planning button disappeared, but I was able to find the "Budget" under the Home tab. It shows the charts for the month and the bar for my current budget, but when I click "Go to full budget" nothing happens. I am unable to view my detailed budget.

How do I get to my budget detail?

    I believe this started when the Quicken recently changed to Quicken Classic

    I restored an older file and then reopened the current one and it now works
