Add a Budget for 2024

I was looking at the options for rolling my current budget over to 2024. When I advance to Jan 2024 I get this:

When I choose the 2nd option, I don't get any budget values at all. It does not carry the 2023 actuals over as Budget values. In essence, it does exactly what options 3 does (budget categories only), and I verified it in another trial. BTW, option 1 works as described with 2023 budget values copied into 2024 budget categories. Has anyone else seen this?
