Receiving a CC-601 error while attempting to update accounts usually requires and escalation with Quicken Support.

I am getting this also, for the first time ever, today. The message makes sense because we almost never use PayPal. The last transaction in this account was 2/26/23, 8 - not 12 - months ago. But inactivity shouldn't cause a Quicken error.
