PayPal v Quicken Bill Manager

I am a Windows user of Quicken for over 20 years. I also use PayPal, which has been sold to another company. Is Quicken Bill Manager a good alternative to PayPal? Is there a way to download payees from PayPal to Quicken?

Any advice on this issue would be appreciated.
