Option to re-download deleted transactions

Add a user toggle to "Ask if previously deleted transactions should be re-added".

If this toggle is on, when downloading account transactions, for each previously deleted transaction Quicken finds in the download, ask the user if it should be ignored or re-added to the account. The transaction-by-transaction dialogue box should have a "Do this for all deleted transactions in this download" check box to make it easier to bulk-restore a lot of transactions.

If this toggle is off, the existing behavior (ignore previously deleted transactions) happens.
