Why are payee names being changed for downloaded transactions?

I download transactions from AmEx. I do not have any renaming rules setup for this scenario but Quicken (or AmEx) still seems to change the payee name in some cases. This seems to have started sometime in 2022, because I have old transactions where this was not the case.

For example, on my AmEx statement, this transaction description:

99 RESTRS #96 000030PEMBROKE MA

Gets changed to this payee:

XX RESTRS #XX XX0030PEMBROKE MA XXXX--X2004

I did read a post saying that credit card numbers in the description were being masked, but that doesn't seem to explain why other numbers would be changed.

Although, having XXXX--X2004 at the end of every payee is pretty useless.

Is this something Quicken is doing or is this the way AmEx sends it?
