Why doesn't payee show in list when creating report

I am trying to run a report and the payee I want to query doesn't show in the list. I don't have any filters set, so there should be nothing that is filtering them out. I've never ran into this before. The account in question is closed, but I'm fairly certain that this would not make a difference. Does anyone have any idea what could be causing this?
