Quicken budget year "summary" does not match year detail "balance"

Entering a new budget for 2024. No transactions posted yet for 2024. When reviewing budget "summary" for the year totals looks correct. Shifting to the detail view, the "balance" total does not match the budget view summary. One of the subcategories is excluded from the balance total in the details view. No reminders are used. Supervalidate didn't find problems or change the situation.

In this case the Service & Parts amount is included in the budget view, but not the details view.
