Foreign currency accounts not converting when manually entering a transaction. (Q Win Canada)

I use Quicken for windows Canadian version R52.33. I have confirmed that I am in multi-currency mode and my home currency is CDN and that my USD accounts are set to the correct currency. Previously when I entered a payment in CDN Quicken would automatically convert it to the assigned currency in the ledger. If it was a split transaction, Quicken would add a conversion line in red showing the difference. This no longer happens. The transaction amount will remain as it was entered. I have tried to set the currency manually by going to the currency list and selecting USD and clicking on 'Use' but that did not work either. I am unable to reconcile the account with some of the values being in CDN. Would this be due to an update tweaking some settings which would require me to restore a back up and re enter a bunch of transactions or is there a step I am missing?
