Bug: categories missing from spending/budget comparison report

I do a yearly spending/budget comparison report based on the "Did I Meet My Budget" report in the Reports and Graphs center. It is supposed to pick up any category that has either an actual amount spent or a budgeted amount. It does not work. I have categories with actual amounts but I had not included them my budget. Those categories do not show up in the report unless I go the budget and add them to the budget.
