Account Actions Gear Icon Missing

I just updated Quicken to R53.32 build 27.1.53.32 and the gear Icon is missing. That's where I would click to reconcile my account and a few other things. It's been in the same spot forever. Any suggestions?

    Have you restarted your computer since updating?

    Yes I have. The gear Icon for all accounts in the upper right corner is missing.

    Create a new test data file, and create an account within it. Does it have the gear icon?
